Yes of course, if ECU is alive, depends what sort of communication protocol its using, either CAN or K-LINE, you can make a simple OBD2 cable using wires/pins and OBD cables and so on, if you don’t want to trouble yourself, get a OBD breakout box with a DB25 cable that connects to ECU on bench, like from GODIAG.
